I always thought Sailor Venus had a personality that was too similar to Sailor Moon’s. They even lampshade it in an episode where Mina dresses up like Sailor Moon. Even now, shows like this thrive on the clashing and melding of different character types, so it’s strange that there would be such a popular show with two main characters who are essentially the same. I have a theory here. Before Sailor Moon, the author wrote a manga called Codename: Sailor V, so it makes sense that she would reuse the character for her new manga, but she needed the main character to have such a significantly different backstory that she couldn’t upset the fans by messing up the character too much, so she just made a new one that was slightly different. I don’t know. Other people have speculated that Sailor Venus is supposed to be a decoy for Sailor Moon to confuse enemies, but I’m not buying it. The decoy thing isn’t used very often and it would be hard to justify designing her like that just for those few episodes, especially when you have the alternative of just putting a wig of someone.
